I started this post as nothing more than a comment on the Tribune Forum. But it kinda got away from me. So, what the hell is going on with the pilot program? Geeguy has all kinds of .052324 numbers going on, and numbers hurt my poor brain.
 

But what is with the names?
Balzarini, City Fiscal Chick, Electric City Power Bigshot, the one who (should) defend every penny spent and earned by both the City and ECP. Customer. 
Golie, Business Manager for local union that got a sweet contract, Board member of ECP. Customer. 
Gregori, Big Chief SME, doesn’t he live in Billings? Customer. 
Ryan, Board member of ECP. Customer.
Lawton, soon to be Ex CEO of his very own City. Customer.
Patton, like, 26 years working for the City. Customer.
Gray, Ex Mayor dude that got this whole mess started, ECP board member. Customer.
Cappis, City employee, who statedWe ‘brainstormed’ to come up with a diverse group of knowledgeable participants who we could rely on to give us an unbiased opinion of our service, rates, etc.”  Now really, how much brainstorming did that take. OF course, they are saving the old ladies on fixed incomes, but come on. Unbiased opinion? Well, it may only save them 90 bucks a year. No biggie, right.
 

Bull. You cannot convince me they could not have found 20 people, who had no personal stake in ECP, residents of this city, who were willing to take on the risks. Whatever those risks may be. That would be “unbiased”. This is not. It is a worthless program that will prove nothing, and it is simply not credible with the participants it has. It was poorly thought out, and the incestuous nature of the participants harm the credibility it may have had. Why are they even doing it?
 

The original, well documented, intent of ECP was to sell power to the residents of the City. It has been modified over the years, and the original intent is no longer viable. So the end result is, the only residents who can buy power from ECP in the foreseeable future are the very people who started the whole fiasco to begin with. And remember, we had to put up a $100,000 bond so they could sell themselves power.
